Key Responsibilities

Proposal & Bid Management (End-to-End)
  • Own the full RFP lifecycle: opportunity identification, bid/no-bid analysis, capture planning, proposal development, submission, clarifications, and post-award debriefs
  • Monitor SAM.gov, state and local procurement portals (BidNet Direct, Bonfire, Periscope/BidSync, DemandStar, OpenGov, Cal eProcure, and agency-specific systems) for relevant opportunities
  • Dissect RFPs, RFQs, RFIs, IFBs, and Sources Sought notices to extract every requirement, deadline, page limit, format rule, and evaluation criterion
  • Build and maintain the compliance matrix that maps Section L (Instructions to Offerors) and Section M (Evaluation Factors) to your response, section by section
  • Maintain the bid calendar so no submission deadline is ever missed, and track amendments and Q&A responses that change requirements mid-cycle
  • Draft, format, and quality-check complete proposal packages — Technical, Management, Past Performance, and Price volumes — to exact solicitation specifications
  • Run bid/no-bid assessments with leadership, weighing win probability, incumbency, margin, and operational capacity
  • Track submissions through award, request and attend debriefs, and maintain accurate win/loss records with documented lessons learned
US Federal Contracting
  • Maintain company registrations and records: SAM.gov active registration, Unique Entity ID (UEI), CAGE code, NAICS codes (including 561612 Security Guards and Patrol Services), and annual Representations and Certifications
  • Prepare proposals in compliance with the Federal Acquisition Regulation (FAR) and applicable agency supplements, and stay current on the ongoing Revolutionary FAR Overhaul and class deviations affecting solicitation requirements
  • Complete and manage standard forms and submission mechanics — SF-33, SF-1449, SF-30 amendments, and agency-specific portals
  • Price against Service Contract Act / Service Contract Labor Standards wage determinations, ensuring proposed labor rates, health and welfare, and fringe benefits are fully compliant and competitive
  • Develop Past Performance volumes, gather and format client references, and track CPARS ratings
  • Support pursuit of IDIQ, BPA, GWAC, and GSA Multiple Award Schedule (MAS) vehicles and task order competitions
  • Position submissions against applicable small business set-asides and socioeconomic certifications (8(a), HUBZone, SDVOSB/VOSB, WOSB/EDWOSB) and manage teaming and subcontracting arrangements where relevant
  • Coordinate bid bonds, performance bonds, and insurance certificates with finance and bonding partners
US State, Local & Education (SLED) Bids
  • Manage vendor registration, prequalification, and renewals across state, county, city, school district, and university procurement systems
  • Prepare responsive bids for public entity solicitations, meeting each jurisdiction's distinct formatting, notarization, submission, and certification requirements
  • Track state prevailing wage and living wage ordinance requirements as they affect proposed pricing
  • Assemble jurisdiction-specific documentation — state security licensing, business registrations, W-9s, insurance certificates, addenda acknowledgements, and required affidavits
  • Support MWBE/DBE certification requirements and partner utilization plans where applicable
Commercial & Private-Sector Proposals
  • Develop persuasive, tailored proposals for US corporate clients — property management, healthcare systems, logistics and distribution, retail, industrial sites, and corporate campuses
  • Translate operational capability into clear client value: staffing and deployment plans, post orders, supervision structure, training and licensing standards, technology integration, and SLA commitments
  • Partner with operations and finance to build accurate costing models, bill rates, and pricing strategies that stay competitive without eroding margin
  • Prepare client-facing presentation decks and support oral presentations and proposal defense meetings
Content Development, Process & AI Application
  • Build and maintain a centralized proposal content library — reusable boilerplate, capability statements, past performance write-ups, resumes, certifications, org charts, and quality control plans — so future proposals assemble faster and more consistently
  • Document and standardize the proposal process: templates, checklists, color team reviews (Pink, Red, Gold), approval workflows, and version control
